STAFF SUPPORTS THE REQUESTED VARIANCE AND RECOMMENDS APPROVAL SUBJECT TO STAFF COMMENTS (BELOW).

Staff supports the requested variance to increase the maximum dead-end street length from 500 feet to 880 feet. Staff reviewed the variance request against the criteria set forth in Section 2.3. 7 (a) of the Subdivision Ordinance and finds as follows:

Section 2.3.7 (a)(ii) - Unusual Physical Characteristics
Unusual physical characteristics exist
Staff finds that the subject tract’s long, narrow configuration and depth constitute unusual physical characteristics under Section 2.3.7(a)(ii) of the Subdivision Ordinance. These site-specific characteristics constrain the internal street layout and result in the need for a longer internal street to provide access throughout the development. Accordingly, staff finds that these physical characteristics support the requested increase in the maximum dead-end street length.

APPLICABLE ORDINANCE
Under Section 2.3.7(a) of the Subdivision Ordinance, the Commission, by a two-thirds majority vote of those members present and voting, may grant a variance. Pursuant to Section 2.3.7(e), the Commission shall make findings concerning the factors justifying the decision to grant a variance and shall include those findings in the official minutes of the meeting at which the variance was granted.

STAFF COMMENTS:
Planning:
1. The proposed length of “Street A” is approximately 880 feet, more or less. Pursuant to Section 3.2. J. of the Subdivision Ordinance, permanently designed dead-end streets shall not exceed 500 feet in length. If the Planning and Zoning Commission does not grant the requested variance, please revise the street length to comply with this requirement.

2. Provide street name for “Street A.”

3. Identify the ROW width of “Street A.”

4. Identify all easements.

5. All improvements as per the Subdivision Ordinance.

Fire:
1. Dead-end roads over 150 feet require a turnaround (96-foot cul-de-sac, 120-foot Hammerhead or 60 foot “Y”).

2. Fire hydrants are required every 300 feet for commercial development.
