An Ordinance of the City of Laredo, Texas, amending Code of Ordinances, Chapter 7, Article 1, Section 7-2 “Same-Amendments” and Chapter 24, Appendix D, “Permit Fees”, by increasing the administrative fee for the moving of any building or structure from fifty dollars ($50.00) to sixty dollars ($60.00); clarifying the scope of services covered by the administrative fee; by increasing the swimming pool permit fee from sixty four dollars ($64.00) to ninety ($90.00) and the plan-checking fee from forty dollars ($40.00) to sixty dollars ($60.00); clarifying that for new residential construction, the square footage used to calculate the applicable plan review and permit fee shall be based on the living area of the proposed residential structure; providing an option to utilize authorized third-party plan review services for the Building Division portion of the plan review process; providing for the collection of City plan review fees and additional fees for third-party plan review services; Chapter 7, Article I, Section 7-5 “Same-Amendments-Adopted”, by increasing the mechanical permit basic fee from fifty dollars ($50.00) to sixty dollars ($60.00); Chapter 11, Article III, Section 11-44 “Same Fees”; by increasing the electrical permit basic fee from fifty dollars ($50.00) to sixty dollars ($60.00); Chapter 25, Article i, section 25-8 entitled permit fees, by increasing the plumbing permit fee from fifty dollars ($50.00) to sixty dollars ($60.00); Chapter 28, Article IX, Division 3, Section 28-215, “Fees”, by increasing the right-of-way user registration fee from fifty dollars ($50.00) to sixty dollars ($60.00); and the Land Development Code, Article IV, Section 24-69.6, “Administration”, by increasing the floodplain development permit from two hundred dollars ($200.00) to two hundred twenty-five dollars ($225.00) and the floodplain verification letter request from twenty-five dollars ($25.00) to fifty dollars ($50.00); Appendices, Appendix B-3, “Zoning Fees”, by increasing the zoning verification letters from twenty-five dollars ($25.00) to fifty dollars ($50.00); providing that the ordinance shall be cumulative, providing a severability clause; providing for severability clause, and providing for publication and effective date.body
PREVIOUS COUNCIL ACTION
The fees identified herein were last updated between 2008 and 2019.The swimming pool fee was executed on April 7, 2008. The right-of-way contractor registration fee was executed on April 6, 2009, under Ordinance No. 2009-O-045. The mechanical, plumbing, and electrical fees were executed on September 17, 2012 under Ordinance Nos.2012-O-151, 2012-O-150, and 2012-O-152, and the zoning verification fee was executed on September 17, 2012, under Ordinance No. 2012-O-155. The floodplain fee was executed on June 3, 2019, under Ordinance No. 2019-O-87.
BACKGROUND
The City of Laredo Planning Department is amending Code of Ordinances, Chapter 7, Article I, Section 7-2 and Section 7-5; Chapter 11, Article III, Section 11-44; Chapter 25, Article I, Section 25-8; Chapter 28, Article IX, Division 3, Section 28-215; and Land Development Code, Article IV, Section 24-69.6 and Appendix B-3, Zoning Fees to increase and establish various permit and administrative fees to ensure that existing fees more appropriately reflect the level of service, technical review, inspections, administrative processing, and resources required to provide these services. The proposed updates include fees associated with building, swimming pool, electrical, mechanical, plumbing, and right-of-way permits, as well as floodplain and zoning verification services. The amendments also clarify the scope of certain existing fees to more accurately describe the services provided by the City. These updates are intended to support efficient permit processing, consistent code compliance and enforcement, and the continued delivery of reliable services to applicants and the community.
