6. KCI Technologies, Laredo, Texas
7. NRG Engineering, Corpus Christi, Texas
8. EED Engineering, Laredo, Texas
9. CSI Engineering, Houston, Texas

Funding shall not exceed $100,000.00 per project assignment and shall be subject to available funding in the respective budget account, unless otherwise authorized by City Council. There is no financial impact at this time.

Consultant performance will be monitored in accordance with established guidelines. Any performance deficiencies may result in suspension of project assignments or removal from the rotation list.

BACKGROUND

Nine (9) electronic submissions through Cit-E-Bid responding to the request for qualifications were received at the City Secretary’s office on or before Thursday, August 20, 2026 at 4:00 PM. The submissions were publicly opened, read and taken under advisement on Monday, August 24, 2026 at 10:00 AM. The submissions received were as follows:

3. EED Engineering, Laredo, Texas
4. H2MG LLC, San Antonio, Texas
5. Halff Associates, McAllen, Texas
6. IC Thomasson Associates, San Antonio, Texas
7. KCI Technologies, Laredo, Texas
8. Kimley-Horn Associates, San Antonio, Texas
9. NRG Engineering, Corpus Christi, Texas

SCOPE OF WORK

The City of Laredo will solicit and receive statement of qualifications (SOQ’s) from qualified firms interested in providing professional Mechanical, Electrical, Plumbing (MEP) Engineering Consultant Services for Existing Buildings, Facilities, Structures, Other Amenities and Proposed Construction Projects as needed to serve as on-call on a rotation basis including but not limited to preparing design plans, specifications, reports and estimates. Professional Service agreements will be issued per project upon funding available for a two (2) year term with one (1) option for a two (2) year renewal for a total term of four (4) years beginning October 1, 2026 and ending September 30, 2030. Consultants are cautioned to refer to other sections of this Request for Qualifications (RFQ) packet for complete details.

 

Scope of services include, but are not limited to the following:

1.                     Preliminary/Schematic design, planning, and assessments

2.                     Design Development and opinion of probable cost

3.                     Construction documents, specifications and estimates

4.                     Bid documents and contract award

5.                     Construction administration/oversight and progress meetings

6.                     Project close-out including as-built plans

7.                     Building Code(s), & Fire Code Review

8.                     International Mechanical Code Review

9.                     National Electrical Code Review

10.                     International Plumbing Code Review

11.                     Design of Interior improvements to existing buildings or facilities less than 20,000 square feet (gross floor area)

12.                     Design of exterior improvements to existing buildings or facilities

13.                     Design renovations, alterations, and/or additions/extensions to existing buildings or facilities

14.                     Design calculations and/or analysis required

15.                     Leadership in Energy and Environmental Design (LEED) certification

16.                     Site visits, inspections and field observation reports including recommendations

17.                     Any permits, reports or documents required

18.                     Other required Mechanical, Electrical, Plumbing (MEP) Engineering Consultant Services as needed

19.                     All required services shall be provided within an allotted time frame.
