VIVA LAREDO PLAN ALIGNMENT

Policy 4.2.3 - Housing Development

“Promote the development of a variety of housing types to meet the needs of all residents.”

Viva Laredo City of Laredo Comprehensive Plan, p. 4.13.

Relevance: The proposed award directly supports housing development by providing $150,000 in HOME CHDO funds for the construction of two new single-family homes, one through NeighborWorks Laredo and one through Habitat for Humanity of Laredo.

Policy 4.2.4 - Affordable Housing

“Encourage the development of affordable housing for low- and moderate-income households.”

Relevance: The HOME CHDO set-aside is specifically intended to support affordable housing construction. The proposed projects therefore directly advance the Plan's emphasis on increasing affordable housing opportunities for low- and moderate-income residents.

 

Summary of alignment:

The agenda item demonstrates Strong alignment with the Viva Laredo Comprehensive Plan because it provides HOME funding to qualified Community Housing Development Organizations for the construction of two single-family homes. The action directly advances the Plan's housing-development and affordable-housing objectives.

The item also intersects with broader planning themes of housing affordability, homeownership, community development, and public-private/nonprofit partnerships. The use of CHDO funding to support NeighborWorks Laredo and Habitat for Humanity of Laredo provides a mechanism for translating the Plan's housing policies into tangible residential development.

 

In 2025, the City received a HOME Investment Partnerships Program Entitlement of  $946,902.88 through statutory requirements; the City is obligated to set aside 15% of the Program Year's funds for use by a CHDO(s).

 

A Community Development Housing Organization (CHDO) is a private, non-profit organization that engages in the development of affordable housing and meets the requirements as stipulated in the Home Investment Partnerships Program (HOME) Rule. In order for a CHDO to receive HOME funds, a CHDO must act as a developer, sponsor, and/or owner of housing. NeighborWorks Laredo and Habitat for Humanity of Laredo are CHDO's.

 

Habitat for Humanity of Laredo and NeighborWorks Laredo submitted proposals, which were reviewed and assessed by a City Staff committee. Based on the evaluation scores, it is recommended that NeighborWorks Laredo and Habitat for Humanity of Laredo be awarded $75,000.00 to construct one (1) single family housing unit each.

 

NeighborWorks of Laredo and Habitat of Humanity of Laredo must submit site location to the City for environmental review, decision-making and other actions in compliance with 24CFR, Part 58 prior to project start.
