Pursuant to Ordinance 2020-O-130, there are two (2) annexation cycles per year.
BACKGROUND
Texas Local Government Code Section 43.0673 requires a public hearing before City Council. The public hearing was held on April 22, 2025. The petition for annexation was presented before the Planning and Zoning Commission on March 20, 2025 for a recommendation. The petition for annexation will subsequently go before City Council for final reading of the ordinance on June 2, 2025.

Tract 1 - 6.00 acres, more or less, located northeast of FM 1472 and Pinto Valle Drive, and north of Lampazos Loop.

COMMITTEE RECOMMENDATION
The Planning and Zoning Commission reviewed the proposed annexation and zoning designation on March 20, 2025, and in a 5 to 0 vote, recommended approval of the annexation and initial zoning.
Proposed Use: M-1 (Light Manufacturing District)
Site:
This site is platted as Lot 2, 3, and 4, Block 3, Pinto Valle Industrial Park, Phase 1 and is currently an existing trailer yard.
Surrounding Land Uses:
To the north is an existing trailer yard. To the east, south, and west is currently vacant.
Comprehensive Plan:
The Future Land Use Map identifies this tract as Light Industrial.

The Future Transportation Plan identifies FM 1472 as an expressway and Pinto Valle Drive as an Industrial Collector. Lampazos Loop is not identified.

Staff supports the annexation.
Staff supports the initial zoning. The initial zoning is compatible with existing adjacent industrial uses and is in conformance with Comprehensive Plan’s designation as Light Industrial (M-1, B-4, B-3). The annexation consists of three (3) platted tracts within the Pinto Valle Industrial Park.
IMPACT ANALYSIS:
M-1 (Light Manufacturing District):
The purpose of the M-1 Light Manufacturing District is to encourage the development of manufacturing and wholesale business establishments, which are clean, quiet, and free of hazardous or objectionable elements, such as noise, odor, dust, smoke, or glare. Research activities are encouraged. This district is further designed to act as a transitional use between industrial uses and other less intense and residential uses.
Is this change contrary to the established land pattern?
No. This surrounding land pattern is industrial.
Would this change create an isolated zoning district unrelated to surrounding districts?
No. This tract is surrounded by M-1 (Light Manufacturing District) zoning.
Will this change adversely influence living condition in the neighborhood?
No. There are no residential neighborhoods in the area.
