Authorizing the City Manager to select and negotiate a professional service contract with the top ranked consultant for the City of Laredo Solidarity Colombia Bridge Expansion RFQ FY24-ENG-12. A total of two firms responded to the request for qualifications on February 8, 2024, and both firms conducted presentations before the evaluation committee on Wednesday, March 20, 2024.

The evaluation committee which consisted of City of Laredo staff and a member of the Port of Entry Advisor Committee, recommends the selection of LJA Engineering, Inc. Laredo, Texas. There is no financial impact at this time.

BACKGROUND
The overall plan for the Laredo-Colombia Solidarity International Bridge Expansion is to build a new separate bridge span based on present and future traffic forecasts for commercial and passenger vehicles. Scope will cover all costs and expenses associated with the new bridge span including construction, engineering, plan specifications & estimates (PS&E), NEPA environmental assessment, permitting, right of-way acquisition and other required services as necessary.

Bi-National/Stakeholder Agency Meetings, Consultations and Coordination
Inclusion of Project in Laredo-Webb County Area Metropolitan Organization (LWCAMPO) Planning

U.S. Mexico Joint Working Committee (JWC) Meetings
Identification of Complementary Short and Mid-Term Enhancements Projects for Implementation
Presidential Permit Application Document due date before December 31, 2024
Preliminary Engineering & Designs for Permits
Environmental Assessment Document
Value Engineering Study
Public Involvement
Consultation and Review of Environmental Assessment Documents
Overall Project Management
Two (2) electronic submission through Cit-E-Bid and one (1) manual submission responding to the Request for Qualifications were received at the City Secretary’s Office on or before Thursday, February 8, 2024, at 4:00 P.M. The submissions received were publicly opened read and taken under advertisement on Friday, February 9, 2024, at 10:00 A.M. The evaluation committee recommends the selection of LJA Engineering, Inc. Laredo, Texas based on the final rakings below:
