Authorizing the City Manager to enter into and execute a contract between Intrado Life & Safety Solutions Corp. and the City of Laredo to purchase Text to 9-1-1 Services, Text to 9-1-1 Provisioning Services, Software Subscription Support and Software Protection and Remote Technical Services Support, and Power ECATS Power Metrics Call Analytics through the Houston Galveston Area Council of Governments (HGAC) Cooperative Purchasing Contract EC07-23 in the total amount of $174,235.00. These services, software and technical support will be provided for each of eight Public Safety Answering Points (PSAPs) located throughout the South Texas Region for a one-year period. Funding is available in the 911 Regional Fund.

BACKGROUND
The City of Laredo approved Resolution 2003-R-066, requesting that the Commission on State Emergency Communications designate the City of Laredo as the administrator of the Region’s 9-1-1 Emergency Communication System. At the February 4, 2004 meeting, the Commission on State Emergency Communications designated the City of Laredo as the Administrator for the Region’s 9-1-1 System, which became effective March 1, 2004. As administrators for the South Texas Development Council (STDC), the City of Laredo oversees the four county region of Jim Hogg, Starr, Webb and Zapata. The agreements with these entities are contracted with the City of Laredo beginning September 1, 2023 and ending on August 31, 2025.
The Text to 9-1-1 Services, Text to 9-1-1 Provisioning Services, Software Subscription Support and Software Protection and Remote Technical Services Support, and Power ECATS Power Metrics Call Analytics will be purchased from Intrado Life & Safety Corp. through the Houston Galveston Area Council of Governments (HGAC) Contract No. EC07-23. These services, software, and technical support will be provided for each of eight (8) Public Safety Answering Points (PSAPs) located throughout the South Texas Region, including Laredo Police Department, Webb County Sheriff’s Office, Jim Hogg County Sheriff’s Office, Zapata County Sheriff’s Office, Starr County Sheriff’s Office, Roma Police Department, Rio Grande Police Department, and the 9-1-1 Training Center.
This support will ensure complete coverage of software and technical maintenance for a one-year period from September 1, 2024 through August 31, 2025.
