Consideration to award contract RFP-2026-035 to provide Executive Recruitment and Leadership Services to Strategic Government Resources to provide the City with professional services to assist with recruiting, assessing and placing executive level and senior staff positions as requested. The resulting contract will allow the City to respond efficiently to vacancies transitional leadership needs and organizational development requirements. Services will be provided on an as needed basis with no minimum guarantee of work. The estimated contract is for an annual amount not to exceed $100,000.00 and a contract value not to exceed $500,000.00. This contract is for two (2) years, with three (3) one (1) year extensions contingent on budget appropriations. Funding is available in the respective departmental budgets.

BACKGROUND
The City of Laredo solicited a formal RFP through Cit-E-Bid. RFP-2026-035 was opened to receive bids on January 16, 2026 and closed on February 13, 2026. A total of 17 electronic bids were received and no in-person bids were submitted. Proposals were evaluated by the City of Laredo Evaluation Panel that scored all received bids based on the following criteria: Firm experience and qualifications related to executive recruitment assessment placement and leadership services for local government, Qualifications and experience of proposed personnel including demonstrated success with similar public sector engagements, Approach methodology and understanding of the scope of work including effectiveness of recruitment assessment and interim placement processes, References past performance and demonstrated results with comparable local government clients, and Cost and fee structure including overall value and reasonableness in relation to the services proposed. Evaluation Panel recommends to award contract to Strategic Governmental Resources.
