Consideration to authorize the City Manager to renew the Professional Service Contract with Gabriel E. Martinez, Jr., DBA Gold Shield Consulting, LLC for the purpose of providing professional services as the Program Administrator for the Texas Anti-Gang (TAG) Center. The award of this contract is contingent on grant funding. The term of this agreement shall be for a period of two (2) years beginning September 1, 2026, and continuing until August 31, 2028, in the amount of $287,731.99 and with each year of the agreement constituting a Fiscal Year. The first year of the agreement will run from September 1, 2026, through August 31, 2027, in the amount of $140,357.07 contingent on grant award for Fiscal Year 2027. The second year will run from September 1, 2027, through August 31, 2028, in the amount of $147,374.92 contingent on grant award for Fiscal Year 2028. Thereafter, this contract may be renewed, contingent on funding availability and both parties agreeing to enter into a new contract.
Funding is available in the Special Police Fund - Texas Anti-Gang Center.

Martinez, Jr., DBA Gold Shield Consulting, LLC from February 1, 2022, through August 31, 2023, for the purpose of providing professional services as the Program Administrator for the Texas Anti-Gang (TAG) Center.
On 8/7/2023, City Council approved authorizing City Manager to enter into a professional service contract with Gabriel E. Martinez, Jr., DBA Gold Shield Consulting, LLC from September 1, 2023 through August 31, 2026, for the purpose of providing professional services as the Program Administrator for the Texas Anti-Gang (TAG) Center.
BACKGROUND
Gabriel E. Martinez Jr. was selected as program administrator for the Texas Anti-Gang Program to further authorize negotiations as a professional service contract. This was approved by city council in November 2021 after negotiations took place and salary was agreed by both parties. Salary was derived by comparing the salary of current TAG Administrators on the 8 already established Texas Anti-Gang Centers. A professional service contract was drafted and agreed to by the City of Laredo Police Department and Gabriel E. Martinez Jr., DBA Gold Shield Consulting, LLC.
