PREVIOUS COUNCIL ACTION
On November 28, 2022, City Council Awarded the construction contract FY22-ENG-33 to the lowest responsible, responsive bidder Leyendecker Construction of Texas, Inc., Laredo, Texas, in an amount not to exceed $8,627,500.00 for the Uni-Trade Stadium Enhancements, which consist of general modernization of the Uni-Trade Stadium facility’s finishes - flooring, walls, ceilings, involving professional moving and storage services, selective demolition, including replacement of facility room and parking lot lighting, selective plumbing fixtures, mechanical equipment maintenance, selective identification - signage, field wall and railing wall pads, roof repairs to PVC single membrane and tile roof, replacement of selective food service equipment, sump pumps, batter’s eye wall platform, building specialties, bollards safety barriers, turnstiles, lockers, canopies, playground entrance, painted graphics, playground safety netting, roof access hatch, and audio vision wall mounted monitor - data cabling, new audio vision scoreboards. The construction contract time of 210 calendar days; and authorizing the Interim City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. Funding is available in the Sports Venue Fund.
On June 21, 2022, the City Manager awarded a professional services contract to
Sepulveda Associates Architects, Inc. (SAA, Inc.), Laredo, Texas in the amount not to exceed $271,620.00 for the City of Laredo Uni-Trade Stadium Enhancements to include schematic design, construction documents, bidding and negotiation, construction administration phases, and develop a brief facilities assessments report (mainly structures and flatwork). Proposed improvements include evaluation of mechanical, electrical and plumbing systems and architectural upgrades to room finishes, ceiling tile, floor tile, furniture, lighting, and food service equipment. Exterior improvements include structural engineering services for a proposed metal frame for a TV camera platform.
BACKGROUND
The general scope includes, but not limited to the general modernization of the
Uni-Trade Stadium facility’s finishes - flooring, walls, ceilings, involving professional moving and storage services, selective demolition, including replacement of facility room and parking lot lighting, selective plumbing fixtures, mechanical equipment maintenance, selective identification - signage, field wall and railing wall pads, roof repairs to PVC single membrane and tile roof, replacement of selective food service equipment, sump pumps, batter’s eye wall platform, building specialties, bollards safety barriers, turnstiles, lockers, canopies, playground entrance, painted graphics, playground safety netting, roof access hatch, Audio Visual wall mounted monitor - data cabling, new Audio Visual Scoreboards as per the plans and specifications prepared by Sepulveda Associates Architects, Inc. and respective professional services consultants dated August 26, 2022.
Three (3) electronic bids and one (1) manual bid were received at the City Secretary's office, on Thursday, October 6, 2022, at 4:00 P.M. The four (4) bids were publicly opened, read, and taken under advisement on Friday, October 7, 2022, at 10:00 A.M. The four (4) bids and bid bonds received were reviewed by Sepulveda Associates Architects, Inc. as follows:
