Summary of alignment:
The proposed amendment demonstrates strong alignment with the Viva Laredo Comprehensive Plan by advancing the implementation of the Laredo International Airport Terminal Improvements Program. The re-packaging of the design scope into four bid packages and the addition of associated Construction Administration Services will facilitate the efficient delivery and construction of planned terminal improvements.
The project directly supports Goal 4.16 by investing in the continued improvement and modernization of Laredo International Airport as a welcoming passenger gateway and regional transportation and economic asset.
BACKGROUND
The Laredo International Airport (Airport) has requested that RS&H (Consultant) provide a scope and fee for re-packaging of design scope into four bid packages and associated Construction Administration Services.

Package 1 - SSCP, TSA Suite and Restrooms
- Renovation of First Floor Public Restrooms
- Renovation of First Floor FIS Restrooms
- Expanded SSCP Lane and Queue (including public address)
- Replacement of AHU3 (cooling at associated SSCP & TSA Suite)
- Second Floor Security Cameras
- SSCP Telecom
- TSA Office Suite
- Dormakaba exit lane
Package 2 - First and Second Floor Improvements
- First floor Police Office subdivision
- APD Conference Room and adjacent office renovations
- First floor Oversize Baggage Storage
- First floor Grounds Crew (2) Restrooms
- First floor Police Men’s/Women’s Restroom Renovation
- First Floor Concessions (white box) & canopy
- Second floor public restroom relocation
- Second floor concessions (white box)
- Second floor Administrative Restroom renovation
- Nursing, SARA, Quiet Room, & Family Restroom
- LED lighting replacement throughout
- Fire Alarm System Upgrade
Package 3 - BHS and Airline Office Reconfiguration
- Baggage Handling System (including cameras) & ancillary rooms

Approval of this contract will allow for the next phase of the Laredo International Airport’s Terminal improvement project to move forward.
