Appropriating revenues and expenditures in the amount $3,876,968.00 in the FY 23-24 Airport Operation Fund and authorizing the City Manager to execute all necessary documents between the City of Laredo and The Texas Department of Transportation (TXDOT), to effectively convey the “surface only” of a 7.498 acre tract, as right-of-way, for the expansion of US Highway 59, with a fair market value of $3,876,968.00. Said tract is legally described as, a parcel of land located in the Dona Maria Gertudis Sanches Procion No. 27, Abstract No. 284, and in the Jane Guyman Survey No. 1714, Abstract No. 517, Webb County, Texas, being out of that certain 1,249.23 acre tract, conveyed from the United States of America to the City of Laredo in an Indenture executed February 25, 1975, recorded in Volume 478, Page 471, Deed Records of Webb County, Texas; providing for severability; providing for an effective date.

BACKGROUND
TxDOT is in the process of acquiring right of way for the expansion of US Highway 59. TxDOT submitted an offer for 7.498 acres of Airport Property adjacent to Loop 20, further depicted in the attached survey. City was initially offered $3,560,235 for the land and damages on the remaining property. However, a counter offer of $3,876,968 was submitted by the Airport and accepted by TxDOT. Property being acquired is legally described as a 7.498 acre tract out of the Dona Maria Gertudis Sanches Procion No. 27, Abstract No. 284, and in the Jane Guyman Survey No. 1714, Abstract No. 517, Webb County, Texas, being out of that certain 1,249.23 acre tract, conveyed from the United States of America to the City of Laredo in an Indenture executed February 25, 1975, recorded in Volume 478, Page 471, Deed Records Of Webb County, Texas. Being also out of a 152.076 acre tract described as Lot 1, Block 1, Of Laredo International Airport Passenger Terminal Subdivision, as platted in Volume 15, Page 45, Map Records Of Webb County Texas, and as depicted and described in Exhibit A. The sale of the property is necessary due to the rapid growth in traffic associated with the growing population and international trade in the City of Laredo. This project is expected to increase travel capacity for local, regional, and international traffic, to increase safety, and to upgrade the current roadway to interstate standards that are required by federal legislation. Accepting TxDOT's settlement offer is in the best interest of the City of Laredo.
