VIVA LAREDO PLAN ALIGNMENT

Alignment Rating: High

Supporting goal(s)/policy(ies): Land Use Patterns; Downtown Revitalization and Historic Preservation; Mobility; Sustainability; Health; Parks; Economic Development; and Global Initiatives, as applicable to the individual capital projects included in the CIP.

Summary of alignment: The proposed CIP supports implementation of the Viva Laredo Comprehensive Plan by identifying and planning investments in streets, mobility, drainage, utilities, public facilities, parks, public safety infrastructure, economic development, and other long-term community needs. The five-year plan helps coordinate capital investments with the City’s growth, service priorities, financial capacity, and long-term goals.

 

PREVIOUS COUNCIL ACTION

City Council reviewed and discussed the capital improvement projects, preliminary financial information, and City Council priorities during Special City Council Meetings held on March 25, May 21, and June 2, 2026. These discussions included capital projects, project priorities, revenue and payroll projections, internal service costs, employee health and benefit costs, potential funding considerations, and other pre-budget planning matters. The discussions informed development of the upcoming Fiscal Years 2027-2031 Capital Improvement Program but did not constitute formal adoption of the CIP.

 

BACKGROUND

Article VI, Section 6.05(A) of the City of Laredo Charter requires the City Manager to prepare and submit a five-year capital program to City Council at least 60 days before the end of the fiscal year.

Section 6.05(B) requires the capital program to include:

1. A clear general summary;
2. A list of the capital improvements proposed during the next five fiscal years, with supporting information explaining the need for the improvements;
3. Cost estimates, proposed financing methods, and recommended project schedules;
4. Estimated annual operating and maintenance costs for the facilities proposed to be constructed or acquired.

The Charter permits the information to be revised and extended annually for projects that remain pending, are under construction, or are in the acquisition process. Following the required public review and hearing process, City Council may adopt the capital improvement projects by resolution, with or without amendments, through a separate agenda item.

FINANCIAL IMPACT:

Receipt and submission of the Proposed Fiscal Years 2027-2031 Capital Improvement Program does not create an immediate financial obligation, appropriate funds, authorize debt, or approve an individual project.

The proposed CIP identifies estimated project costs, potential financing methods, recommended schedules, and anticipated operating and maintenance costs. Funding may include bonds, certificates of obligation, grants, enterprise-fund revenues, capital funds, General Fund resources, or other legally available sources, as identified for each project.

Each capital project remains subject to funding availability, future appropriation, and any additional City Council authorization required for financing, contracts, purchases, construction, or other project activities.
