Summary of alignment:
This public hearing and the accompanying CAPER process align strongly with the Viva Laredo Comprehensive Plan’s goals promoting community engagement, equitable development, and transparency in government. By providing residents the opportunity to comment on federally funded community development programs, the City advances Policy 5.1.3, which prioritizes inclusive decision-making.

Additionally, the CAPER reflects the City’s progress toward Goal 3.3 and Policy 3.3.5 by demonstrating effective use of HUD programs (CDBG, HOME, ESG) to support affordable housing and neighborhood investment. These activities directly support the Plan’s call for leveraging intergovernmental partnerships to strengthen community resilience and livability.

Finally, the public hearing enhances civic engagement and interagency collaboration-key elements of the Viva Laredo Plan’s broader vision for a transparent, equitable, and sustainable city.

BACKGROUND

The City of Laredo is recognized as an entitlement City by HUD and received funding through the CDBG Program ($3,032,219.00), the HOME Program
($957,640.68), and the ESG Program ($283,741.00) for the Action Plan of 2024-2025.

The report is available for public comment beginning December 1st, 2025 and ending at 5:00 p.m. on December 15th, 2025. Copies of the report are available at the offices of the City Secretary located in City Hall at 1110 Houston St., and at the Department of Community Development, located at 1301 Farragut, 3rd Floor, East Wing, Monday through Friday from 8:00 a.m. to 5:00 p.m. A copy is also available at the Laredo Public Library located at 1120 E. Calton Road during the hours of operation and on the City’s website at https://www.cityoflaredo.com/departments/community-development. 

All comments received will be considered in the preparation of the 2024-2025 CAPER.
