Consideration to award annual contracts FY24-068 for the purchase of police and passenger car tires to the following bidders:
1. Section I: Southern Tire Mart, Columbia, Missouri, in an amount up to $150,000.00 (Primary Vendor); and
2. Section I: Toro Automotive, Laredo, Texas, in an amount up to $90,000.00 (Secondary Vendor); and
3. Section II: Toro Automotive, Laredo, Texas, in an amount up to $140,000.00 (Primary Vendor); and
4. Section II: Southern Tire Mart, Columbia, Missouri in an amount up to $90,000.00 (Secondary Vendor).
All tires will be secured on an as needed basis. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution and is contingent upon the availability of appropriated funds. This contract may be extended three (3) additional one (1) year periods, upon mutual agreement of the parties. Funding is available in the Fleet Management fund.

BACKGROUND
The City went out on formal bid solicitations and received four (4) bids through Cit-E-Bid for awarding a contract for the purchase of police and passenger car tires for the Fleet Department and received four bids. In evaluating each section of tires, Hesselbein Tire Southwest submitted a non-approved tire brand. Staff is recommending that contracts be awarded by sections to the following bidders: Southern Tire Mart and Toro Automotive. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract shall be the responsibility of and administered by the vendor and the City of Laredo Fleet Department.

FINANCIAL IMPACT:
The purpose of this contract is to establish prices for the commodities or services needed, should the City need to purchase these commodities or services. The City’s obligation for performance of an annual supply contract beyond the current fiscal year is contingent upon the availability of appropriated funds from which payments for the contract purchases can be made. If no funds are appropriated and budgeted during the next fiscal year, this contract becomes null and void.
