Consideration for approval of the selection of consultants for RFQ FY26-ENG-63 Surveying Services by Registered Professional Land Surveyor (RPLS) Proposed Projects; and authorizing the City Manager to negotiate professional services agreements with the selected consultants for projects assigned on a rotation basis. The rotation list shall be effective for an initial term of two (2) years, with one (1) option to renew for an additional two (2) years, for a total term not to exceed four (4) years, beginning October 1, 2026, and ending September 30, 2030. Individual professional services agreements will be issued on a per-project basis, subject to available funding, with the scope, term, and compensation established for each respective project. Eleven (11) firms responded to the Request for Qualifications on or before Thursday, August 20, 2026, at 4:00 PM. The evaluation committee recommends the selection of the following consultants based on the final rankings below:

2. Top Site Civil Group, Laredo, Texas
3. Howland Engineering & Surveying, Co., Laredo, Texas
4. Scheibe Consulting, Austin, Texas
5. Bowman Consulting Group, San Antonio, Texas
6. Moy Tarin Ramirez Engineers, San Antonio, Texas
7. Ramos Engineering, Laredo, Texas
8. Colliers Engineering & Design, San Antonio, Texas
9. Blue Top Land Surveying, Laredo, Texas
10. Sames Inc, Edinburg, Texas
11. Porras Nance Engineering, Laredo, Texas
Funding shall not exceed $100,000.00 per project assignment and shall be subject to available funding in the respective budget account, unless otherwise authorized by City Council. There is no financial impact at this time.
Consultant performance will be monitored in accordance with established guidelines. Any performance deficiencies may result in suspension of project assignments or removal from the rotation list.

PREVIOUS COUNCIL ACTION
On October 3, 2022, City Council approved the selection of consultants for the RFQ FY22-ENG-40 S Surveying Services by Registered Professional Land Surveyor (RPLS) Proposed Projects FY2023-FY2026.
BACKGROUND
Eleven (11) electronic submissions through Cit-E-Bid responding to the request for qualifications were received at City Secretary’s office on or before Thursday, August 20, 2026 at 4:00 PM. The submissions were publicly opened, read and taken under advisement on Monday, August, 24, 2026 at 3:00 PM. The submissions received were as follows:

Notice is hereby given that the City of Laredo is accepting Statement of Qualifications (SOQs) from qualified firms interested in providing professional Surveying Services by Registered Professional Land Surveyors (RPLS) as needed on a rotation basis including but not limited to prepare surveys, design plans, specifications and estimates. Professional Service agreements will be issued per project upon funding available for a two (2) year term with one (1) option for a two (2) year renewal for a total term of four (4) years beginning October 1, 2026 and ending September 30, 2030. Consultants are cautioned to refer to other sections of this Request for Qualifications (RFQ) packet for complete details.
Scope of services include, but are not limited to the following:
1. Boundary surveys
2. Topographic surveys
3. Geodetic surveys
4. Cadastral surveys
5. Construction surveys
6. Geographical Information Systems (GIS) information
7. Record drawings
8. Alta surveys
9. Site visits, inspections and field observation reports
10. Any permits, reports or documents required
11. Other required Surveying services as needed
12. All required services shall be provided within an allotted time frame.
