An Ordinance authorizing the City Manager to amend the Capital Grant Fund budget by appropriating revenues and expenditures in an amount not to exceed $1,325,000.00 for the Concord Hills Boulevard Extension Project. Funding is available in the Capital Grant Fund. The Webb County - City of Laredo Regional Mobility Authority (WC-CL RMA) shall contribute $1,000,000.00, and Webb County Drainage District No. 1 shall contribute $325,000.00, on a cost-reimbursement basis for construction services incurred by the City of Laredo.

PREVIOUS COUNCIL ACTION
On February 18, 2025, City Council approved a resolution authorizing the City Manager to execute an Interlocal Agreement between the City of Laredo and the Webb County-City of Laredo Regional Mobility Authority (WC-CL RMA) for Concord Hills Alignment Project. The WC-CL RMA will be participating with funding for the project in the amount not to exceed $1,000,000.00 plus an additional $325,000.00 from the Webb County Drainage District No. 1 for a total amount of $1,325,000.00 to develop and construct a 1.3-mile extension of Concord Hills Boulevard from Los Presidentes Avenue to the Wormser Road/ Lomas Del Sur Boulevard Extension.
On August 10, 2022, City Council approved a motion to allocate $3,895,000.00 towards the construction of Concord Hills Boulevard from Los Presidentes Avenue to the Wormser Road/ Lomas Del Sur Boulevard Extension as part of the budget workshop.
BACKGROUND
The purpose of the project is to extend Concord Hills Blvd. from Los Presidentes Blvd. to Lomas Del Sur Blvd. The roadway project consists of a reinforced concrete pavement road of varying width with multiple storm drain crossings and preparation for future lane additions. Alternates include the potential addition of vehicle lanes, shared used path and a full concrete intersection at the intersection of proposed Concord Hills Blvd. with existing Lomas Del Sur Blvd.
