Consideration to approve services with provider, Transcore L.P., for the replacement and installation of forty-eight (48) load cells (weigh in motion sensors) for Commercial Bridges III and IV in the amount of $172,760.00. The installation of these load cells is due to current load cells are near the end of their useful life. Funding is available in the Laredo Bridge System Funds

BACKGROUND
Transcore L.P., will be installing and configuring the load cells (weigh in motion sensors). It is imperative that Transcore, L.P. install these load cells since they will be used in conjunction with their hardware and software at our two Commercial Bridges. In order to preserve the Municipality’s property, including data that may be lost if we do not hire the original company that installed the hardware on the bridge that is linked to the software recording the data.
Services are procurement exempt under the following Loc. Gov’t Code Sections:
252.022(a)(1)
Proceed without bidding to preserve the Municipality’s property, including, data that may be lost if we do not hire the original company that installed the Hardware on the Bridge which is linked to the Software holding the data (as warned by Transcore).
252.022(a)(2)
Proceed without bidding to protect the public and avoid the risks of accidents due to the traffic congestion that will be caused by shutting down multiple lanes on the bridge.
252.022(a)(3)
Proceed without bidding as this is a procurement necessary because of unforeseen damage to public machinery equipment or other property.

Requesting the installation of these 48 load cells be approved in order to continue to weigh all commercial vehicles entering our commercial toll lanes to ensure that the electronic toll collection equipment is working correctly to detect the accurate weight of all commercial vehicle crossings.
