Consideration to award contract FY24-059 to the lowest responsive, responsible bidder M & V Heavy Equipment Services, Laredo, TX as the primary vendor in the amount not to exceed $382,700.00 for the purchase and hauling services of approximately 86,000 tons of earthen soils for Solid Waste Department project. In case the primary vendor is not able to deliver dirt and/or provide services based on the specific timeline determined by Landfill, which may affect daily operations, the department will call and select the secondary vendor, Double D Trucking, Laredo, TX, to supply dirt and service to continue fully operating. The term of this contract shall be for a period of the Landfill Project until its completion. Funding is available in the Solid Waste Fund 2022 Certificate of Obligation Bond.

BACKGROUND
The Solid Waste Department formally requested bids to award a one time purchase for dirt hauling services through Cit-E-Bid procurement system. This is an additional purchase of dirt which will be required for the 4 & 5 cell construction. The cell construction is to bury more garbage and continue with landfill operations for the next 7 to 8 years on 359. In order to be in compliance with TCEQ the dirt is going to be used for protective cover. The term of this contract shall be for a period of the Landfill Project until its completion.
