Consideration to approve the selection of the sole, responsible, responsive bidder, Tailwind Hospitality, Inc., Wilmington, NC, for FY24-117 Airport Concessions, and the authorization to enter into negotiations for a terminal concession lease agreement. FY24-117 invited qualified and experienced Food & Beverage and Retail operators to respond to a Request for Qualifications for the right to develop, manage and operate three (3) concessions locations at Laredo International Airport. Proposals were evaluated and ranked by a selection committee. There is no cost involved in this part of the selection and negotiation process.

BACKGROUND
The Laredo International Airport is currently undergoing remodeling and upgrades at the terminal building. The remodeling and upgrades will include concessionaire opportunities at the Laredo International Airport. In September 2024, FY24-117 Airport Concessions, was published and advertised inviting all qualified and experienced Food & Beverage and Retail Operators to respond to an RFQ for an opportunity to do business at the airport, with a total of three locations available for development.

Space 1: 1,560 sqft +/- (Restaurant & Bar Concept)
Upper Level:
Space 1: 753 sqft +/- (Quick Service Concessions)
Space 2: 478 sqft +/- (Grab & Go Food Concept)
The Laredo International Airport received one (1) bid for this RFQ from Tailwind Hospitality, Inc. Tailwind Hospitality has vast experience working in airport concessions, as they have been operating since 2004 and currently operate at 59 terminals with 178 concessions across the United States.
Entering into negotiations for this concessions lease will allow for the Airport to prepare for the new tenant, as well as allow the new tenant to have input on build-out plans.
