PREVIOUS COUNCIL ACTION

-June 23, 2020 City Council approved the original engineering contract in the amount of $98,900.00 to LNV, Inc. (Ardurra).
January 19, 2021 Amendment Number One (1) in the amount of $25,262.00 to LNV, Inc. (Ardurra) for the TCEQ safety assessment of the Zacate Creek Wastewater Treatment Plant (ZCWWTP).
July 18, 2022 Amendment Number Two (2) in the amount of $292,786.00 to Ardurra Group, Inc. for the Process Improvements of the ZCWWTP.
June 10, 2024 Amendment Number three (3) in the amount of $225,455.00 to LNV, Inc. (Ardurra) for the Engineering Services of the Zacate Creek Wastewater Treatment Plant (ZCWWTP).

BACKGROUND

On October 28, 2023 the west bank of Zacate Creek failed and fell into the creek.  Since then we have had Ardurra review the stability of the west bank and have cordoned off the area for the safety of the employees.  The approach to address the failure is two-fold needing to allow the soils to consolidate over time and evaluate the underground soil strata to assess the viability of making permanent repairs to the west bank without causing further deterioration. The stability of the soils within the ZCWWTP are crucial in the operation of the facility moving forward.

On June 23, 2020 the original contract with LNV, Inc. (Ardurra) was awarded.  This contract was for the Alternative Treatment Process Evaluation and Design for ZCWWTP.  The first amendment for the contract was for a TCEQ safety assessment of the ZCWWTP.  The second amendment was for the development of plans for the process improvements being proposed to TCEQ.

The basic services for the Alternative Treatment Process Evaluation and Design for ZCWWTP and amendment number one (1) are completed.  The plans for the process improvements, amendment number two (2), are complete and undergoing review with TCEQ.  A compliance action plan has been submitted and approved by TCEQ.  The Zacate Creek tunnel project was delayed because of the bankruptcy of the selected contractor.  The surety has awarded a new agreement with a new contractor to complete the project.  The tunnel project influences the operation of ZCWWTP.  A major portion of the wastewater flow will be diverted to the South Wastewater Treatment Plant.
