Consideration to award a professional service contract to Hellas Construction Inc., Cedar Park, Texas for the George Pappas Tennis Courts Overlay Rebid Project in response to RFP FY24-ENG-25 for the amount of $745,981.00 for the total base bid minus deductive alternate #3. The total construction contract time shall not exceed 90 working days from the issuance of the notice to proceed. Funding is available in the 2022 Certificate of Obligation Bond.

PREVIOUS COUNCIL ACTION
On May 19, 2025, City Council approved to reject all proposals received for RFP FY24-ENG-25 George Pappas Tennis Courts Resurfacing Project, and authorization to rebid the project as the proposals received were significantly higher than anticipated. There is no financial impact at this time.
BACKGROUND
This project entails the resurfacing and repainting of the George Pappas Tennis Courts located at 1300 Market St, Laredo, TX 78040. It is a total of nine tennis courts and includes the placement of new concrete, new playing surface, new paint scheme. Contractor will also remove, repaint, and replace the fence frame and any missing hardware. New netting, center straps, and net posts will be provided and installed.
Construction contract time for the project is ninety (90) working days.
A total of four (3) electronic bids were received at the City Secretary’s office on Thursday, June 26, 2025 at 4:00 P.M. which were publicly opened, read and taken advertisement on Friday, June 27, 2025 at 9:00 A.M.

Based on our evaluation of the bids, the City of Laredo Engineering Department recommends that this project be awarded to Hellas Construction Inc., Cedar Park, Texas with that bid being determined the best value for the State of the three submitted for our consideration.
