PREVIOUS COUNCIL ACTION

On December 1, 2025, City Council approved of amendment No.2 an increase of $79,500.00 for a professional services contract with Able City, LLC, Laredo, Texas for the El Metro Transit Operations, Maintenance and Administration Phase I. This amendment No.2 is to divide the construction documents into two distinct work packages for separate bidding and construction. Current contract amount with this amendment is $1,321,830.00. Funding is available in the Transit System Fund-FTA Grant TX-2018-080.

On March 22, 2025, City Council rejected all bids received for FY21-ENG-08 El Metro Transit Facility - Phase 1 Project, and authorization to rebid the project as the bids received were significantly higher than anticipated. There is no financial impact at this time.

On October 28, 2024, City Council approved of Amendment No. 1, an increase in the amount of $43,600.00 to the professional services contract with Able City, Laredo, Texas for FY21-ENG-08 El Metro Transit Operations, Maintenance and Administration Phase 1, which will include additions and revisions to bus wash building and revised site security work. New total contract amount is $1,242,330.00. Funding is available in the Transit System Fund-FTA Grant TX-2018-080.

On July 18, 2022, City Council awarded a professional services contract to Able City, LLC, Laredo, Texas, in association with Eduardo Galindo & Associates, LLC, Synergy Structural Engineering, Inc., CDM Smith, Whitman, Requardt & Associates (WRA), TheGoodman Corporation, KCI Technologies, Inc., and Parra & Company in the amountnot to exceed $1,198,730.00 for the FY21-ENG-08 El Metro Transit Operations,Maintenance and Administration Phase 1 to be located at 1801 Jacaman Road (N.Bartlett Ave. and Jacaman Road), to include design updates, project management and
construction phase management. Funding is available in the Transit SystemFund-FTA Grant TX-2018-080.

 

BACKGROUND

The Project consist of new facilities to support administration, operations and maintenance functions for El Metro, including on site and out of service bus parking, van, utility and on demand van parking and temporary parking for staff vehicles. A new 4,250 SF bus wash and fueling facility to comply with all local, state and federal requirements as per construction plans and specifications, generally located on a land parcel immediately southeast of the intersection of Bartlett Avenue and Jacaman Road.
Construction contract time for the project is three hundred and sixty (360) working days.
