BACKGROUND

Pursuant to Section 43.0673 of the Texas Local Government Code, a public hearing before the City Council is required for the proposed annexation. Following the public hearing scheduled on October 19, 2026, the petition will return to the City Council for the introduction of an annexation ordinance schedule for November 16, 2026.

PROPERTY INFORMATION:

Proposed Use: Public right-of-way (ROW) for Vallecillo Road, a proposed roadway intended to provide a connection between FM 1472 and Interstate Highway 35.

To the north is vacant and undeveloped land. To the east are an existing portion of Vallecillo Road and vacant and undeveloped land. To the south and west are warehouse and industrial uses.

The petition for annexation was considered by the Planning and Zoning Commission on October 1, 2026. The P&Z Commission, in a 5 to 0 vote, recommended approval of the proposed annexation and initial zoning of M-1 (Light Manufacturing District).

IMPACT ANALYSIS
M-1 (Light Manufacturing District)
The purpose of the M-l light manufacturing district is to encourage the development of manufacturing and wholesale business establishments which are clean, quiet, and free of hazardous or objectionable elements such as noise, odor, dust, smoke or glare. Research activities are encouraged. This district is further designed to act as a transitional use between heavy industrial uses and other less intense and residential uses.

Is this change contrary to the established land pattern?
No. The surrounding area is predominately industrial in nature, consisting of warehouse, distribution, and other industrial uses.

Would this change create an isolated zoning district unrelated to surrounding districts?
No. The proposed M-1 zoning is consistent with the industrial development pattern surrounding the subject tract.

Will this change adversely influence living condition in the neighborhood?
No. There are no residential neighborhoods in area.
