BACKGROUND

APPLICANT: Cielo Vista, LLC
ENGINEER: Slay Engineering Company, Inc.

SITE: This 291.17-acre tract of land is located northeast of US Highway 83 and La Pita Mangana Road. The zoning for this development is R-1A (Single Family Reduced Area District) and AG (Agricultural). This tract is located in District II - Cm. Ricardo “Richie” Rangel Jr.

APPROVE SUBJECT TO THE FOLLOWING COMMENTS:

Planning:
1. In Phase 4, reconfigure Street “W” as it exceeds both the 500-foot threshold and 24 dwelling units for dead-end streets (Section 3-2 L - Subdivision Ordinance).
2. A zone change will be required for the proposed commercial and multi-family.
3. Remove the heavy lines around Vista Del Sur Subdivision (Phase II) as it is not part of this masterplan. 
4. Please be advised that the proposed land use change from single-family to multi-family (in the 9.14-acre lot located south of Street “Z”) constitutes a “substantial alteration” to the current approved masterplan. In accordance with Section 2-3.5 (f) of the Subdivision Ordinance, this type of alteration triggers a new series of permits under Chapter 245 of the Texas Local Government Code.
5. Submit a masterplan revision to the City of Laredo Building Services GIS Division within 10 days of the Planning and Zoning Commission approval in a geo-reference CAD file (Section 2-3.2 (a) 4 - Subdivision Ordinance).
6. Identify all easements.
7. All improvements as per the Subdivision Ordinance.

Fire:
1. Phase 4 - Remoteness - Where two fire apparatus - access roads are required they shall be placed a distance apart equal to not less than one-half of the length of the maximum overall diagonal dimension of the lot or area to be served measured in a straight line between accesses.
2. Fire Hydrant shall be provided along public and private streets at every 500 feet for residential development.
