Consideration to award a Terminal Advertising Concession Agreement with Hachar Air Media 310, a sole proprietorship, for the purposes of managing and operating the Airport’s advertising concession at the passenger terminal building. Term of the contract is for five years with one (1) option to renew for an additional five (5) years. Hachar Air Media shall pay the Airport 50% of gross revenue receipts and shall have a Minimum Annual Guarantee of $65,000.00; providing for severability; and providing for an effective date. Funds obtained through revenue collection shall be deposited into the Laredo International Airport Fund. No financial expenditure consequences are anticipated.

BACKGROUND
The Laredo International Airport solicited proposals from qualified vendors to provide advertising concession at the Terminal through RFP 2026-071.
On October 5, 2026, the City Council approved the selection of Hachar Air Media 310, the sole bidder for RFP 2026-071, and authorized staff to enter into negotiations for the Terminal Advertising Concessions Agreement.
The agreement Terminal Advertising Concession Agreement grants Hachar Air Media 310 to be responsible for the comprehensive management, advertising, operation, and maintenance of the terminal advertising program. Said management includes digital displays, marketing software, and ongoing business plan development. They would also be responsible for ensuring that the program's design aligns seamlessly with the airport's overall aesthetics and reflects the unique characteristics of the surrounding region it serves.
The Airport has negotiated the terms of this agreement with Hachar Air Media 310 and is ready to move forward with executing a formalized contract for this service. The term of this agreement shall be for a total of five (5) years with one (1) option to renew for an additional five (5) years. Hachar Air Media shall pay the Airport 50% of their gross revenue receipts and shall provide a minimum annual guarantee of $65,000.
It is in the best interest of the Airport to award this contract to enter into this agreement with Hachar Air Media 310.
