Consideration to award annual service contract FY25-068 with the most responsive/responsible bidder SPL, Inc. Broussard, LA in an annual amount up to $211,000.00 for a total contract value of $1,055,000.00 to provide laboratory analytical services for water and wastewater samples in accordance to Environmental Protection Agency (EPA) approved standard methods. Sample testing is done on a daily, monthly, quarterly, and annual basis. The term of this contract shall be for a period of two years beginning as of the date of its execution and is contingent upon the availability of appropriated funds. Term of the contract is for two (2) years with three additional one (1) year periods, upon mutual agreement of the parties. Funding is available in the Waterworks and Sewer System Funds.

BACKGROUND
The City received two (2) bid through Cit-E-Bid for awarding a two-year service contract to provide laboratory analytical services for water and wastewater samples for the Utilities Department The testing laboratory is currently responsible for sample handling, analysis, and reporting on a wide range of environmental parameters in soil, water, and sludge samples for both water and wastewater applications. The term of this contract shall be for a period of two-years beginning as of the date of its execution. This contract can be renewed for three additional one-year periods. This contract shall be the responsibility of and administered by the vendor and the City of Laredo Utilities Department. Staff is recommending that this contract be awarded to the most responsive/responsible bidder SPL Inc. whom provides a higher standard of service.

FINANCIAL IMPACT:
The purpose of this contract is to establish prices for the commodities or services needed, should the City need to purchase these commodities or services. The City's obligation for performance of an annual supply contract beyond the current fiscal year is contingent upon the availability of appropriated funds from which payments for the contract purchases can be made. If no funds are appropriated and budgeted during the next fiscal year, this contract becomes null and void.
