PREVIOUS COUNCIL ACTION

On October 3, 2022, City Council approved the selection of consultants for RFQ FY22-ENG-35 Construction Materials Quality Testing and Subsurface Exploration Services FY2023 - FY2026, and authorizing the Interim City Manager to negotiate professional service contracts for each respective project assigned on a rotation basis. Professional service agreements will be issued per project upon funding available for a two (2) year term, with one (1) option for a two (2) year renewal, for a total term of four (4) years beginning October 4, 2022, and ending September 30, 2026. Six (6) firms responded to the Request for Qualifications on or before Wednesday, August 31, 2022, at 4:00 P.M. The evaluation committee recommends the selection of the following consultants based on the final rankings below:
1. Terracon Consultants, Inc., Laredo, Texas
2. Howland Engineering & Surveying Company, Inc., Laredo, Texas
3. Carrillo & Associates, Inc., Laredo, Texas
4. Castle Engineering & Testing, LLC., Laredo, Texas
5. CMT-Tec, LLC., Laredo, Texas
6. Millennium Engineers Group, Inc., Laredo, Texas

Funding will not exceed $50,000.00 per project, per vendor in the respective budget
account unless authorized otherwise by City Council. There is no financial impact at this
time.

Consultant work performance of services will be monitored in accordance with the
established guidelines and any deficiencies may result in removal from the rotation list.

 

BACKGROUND

The project is located at the existing World Trade International Bridge in Laredo, TX. The proposed New Bridge area is undeveloped and will be located about 750 feet to the south of the existing bridge. The scope of work includes boring logs on the river and bridge area with field and laboratory data, stratification based on visual soil classification, groundwater levels, site and boring location plans, subsurface exploration procedures, description of subsurface conditions, subgrade preparation/earthwork recommendations, LPile parameters, recommendation for drilled shaft including Wincore logs and capacity curves, estimated settlement of foundations, lateral earth pressure for retaining walls, global stability analysis for the retaining walls and embankment, seismic site classification based on IBC, Pavement thickness recommendations and parameters for scour analysis
