PREVIOUS COUNCIL ACTION
On October 2, 2023, City Council approved Resolution 2023-R-185 nominating Council Member Alberto Torres, Jr. as the City of Laredo’s candidate to the Webb County Appraisal District Board of Directors for the 2024-2025 Year Term as per section 6.03 of the Texas Property Tax Code.
On November 6, 2023, City Council approved Resolution 2023-R-203 casting 950 votes for Council Member Alberto Torres, Jr. to serve as the City of Laredo's candidate to the Webb County Appraisal District Board of Directors for the 2024-2025 Year Term.
BACKGROUND
Every odd numbered year, the Chief Appraiser of the Appraisal District must submit the total number of votes to each taxing unit eligible to vote for the Board of Directors. However, with the passage of Senate Bill 2 of the 88th Legislature in 2023, Board Member Terms will now be staggered. Under the provisions of Senate Bill 2, two (2) of the five (5) directors will serve a one-year term, and three (3) of the five (5) directors will serve a three-year term, and the candidates selected will begin their term in January 1, 2025.
By October 15, 2024, the City Council was supposed to nominate and deliver to the Chief Appraiser the name/s of those person/s nominated; however, the Chief Appraiser granted an extension to the City of Laredo to October 25, 2024. This year, the City is entitled to 1,039 votes that may be used to elect one to five candidates. The number of votes is determined by the percentage of the City's 2023 tax levy in relation to all other tax levies within the Webb County Appraisal District. The Property Tax Code allows the City to nominate one person per position up to a total of five. Each person will be placed on the ballot. Before December 15, 2024, the council must cast its 1,039 votes in any manner it wishes for those individuals listed on the ballot provided by the Chief Appraiser. The board members will oversee the operations of the Webb County Appraisal District.
