Providing for the effective date of the ordinance, authorizing the City Manager to execute a contract adopting a service plan for the annexed territory, and establishing the initial zoning of M-1 (Light Manufacturing District).
The Planning and Zoning Commission recommended approval of the annexation and initial zoning. Staff supports the application and initial zoning.

Pursuant to Ordinance 2020-O-130, there are two (2) annexation cycles per year.
BACKGROUND
Texas Local Government Code Section 43.0673 requires a public hearing before City Council. The public hearing was held on February 5, 2024 and February 20, 2024. The petition for annexation was presented before the Planning and Zoning Commission on December 7, 2023 for a recommendation. The petition will subsequently go before City Council for final reading of the ordinance on April 2, 2024.

Tract 2 - 0.598 acres, more or less, located north of FM 1472 and west of Copper Mine Road.

COMMITTEE RECOMMENDATION
The Planning and Zoning Commission reviewed the proposed annexation and zoning designation on December 7, 2023, and in a 6 to 0 vote recommended approval of the annexation and initial zoning of M-1 (Light Manufacturing District).
Proposed use: M-1
Site: Vacant undeveloped land currently undergoing the platting process (Pargon Plat).
Surrounding land uses: Adjacent to this tract and to east is a trailer yard. To the north is are vacant tracts being part of an unpatted subdivision known as the Wilson Richter Tracts. To the west is vacant undeveloped land.
Comprehensive Plan: The Future Land Use Map identifies this tract as Light Industrial. RE:

IMPACT ANALYSIS
M-1 (Light Manufacturing District):
The purpose of the M-l Light Manufacturing District is to encourage the development of manufacturing and wholesale business establishments which are clean, quiet, and free of hazardous or objectionable elements such as noise, odor, dust, smoke or glare. Research activities are encouraged. This district is further designed to act as a transitional use between heavy industrial uses and other less intense and residential uses.
Is this change contrary to the established land use pattern?
No. The area is industrial in nature with the adjacent tract to the east used as a trailer yard.
Would this change create an isolated zoning district unrelated to surrounding districts?
No. The site is part of a larger tract currently inside the city limits which was recently zoned as M-1 pursuant to Ordinance No. 2023-O-162. The adjacent tract to the east is zoned M-1. The area is predominantly industrial in nature.
Will change adversely influence living conditions in the neighborhood?
