Consideration for approval of the selection of firm for RFQ 2026-081, with Canales, Garza, & Baum, PLLC, Laredo, Texas and authorizing the City Manager to negotiate an agreement with the selected firm for Audit Services. The term of this contract is for a period of two years and may be renewed for one additional two-year periods, upon mutual agreement of parties. Audits fees will be allocated to the professional services line item among the different funds to be audited.

BACKGROUND
The City issued a formal Request for Qualifications (RFQ) for Audit Services and received five (5) Statements of Qualifications through Cit-E-Bid. The Evaluation Committee reviewed and scored all submissions in accordance with the established evaluation criteria. Following the initial evaluation, the top three (3) highest-ranked firms were invited to participate in interviews. Final evaluation scores were submitted on October 9, 2026. Based on the final rankings, Canales, Garza and Baum, LLC was identified as the highest-ranked firm.
