Authorizing the City Manager to accept a grant in the amount of $750,000.00 with a local match of $750,000.00 for a total of $1,500,000.00 from the Texas Parks and Wildlife Department (TPWD) under the 2026 Local Parks Grant Program for the Lomas Del Sur Park and to amend the City of Laredo Fiscal Year 2026-2027 Parks Capital Grants Fund by appropriating revenues and expenditures in the same amount. Funding for the local match is available through Parkland Improvement Fees - District 2 and 2021 Certificate of Obligation Bond District I Priority Funds.

PREVIOUS COUNCIL ACTION
On the May 19, 2025 City Council meeting, Council approved authorization to apply to the Texas Parks & Wildlife Department’s Local Parks Program for the development of Lomas Del Sur Park. The project will provide, promote, and support outdoor recreation, conservation, and nature exploration.
BACKGROUND
On January 22, 2026, Texas Parks and Wildlife Board accepted the recommendation to award to the City of Laredo a $750,000.00 grant with a $750,000.00 local match for Lomas Del Sur Park.
