Consideration to authorize the City Manager to execute the First Amendment to the Memorandum of Understanding between the City of Laredo and Webb County Drainage District No. 1 regarding access and maintenance of drainage facilities, to add fourteen (14) additional maintenance areas and establish provisions for cost sharing for emergency and extraordinary repairs. There is no financial impact at this time.

PREVIOUS COUNCIL ACTION
On January 22, 2029, City Council authorized the City Manager to negotiate and execute a Memorandum of Understanding between the City of Laredo and Webb County Drainage District No. 1 regarding access and maintenance of City-owned canals, drains, ditches and levees, detention ponds, drainage easements, drainage structures, and other improvements within the Drainage District boundaries.
BACKGROUND
Paragraph A.2 of the MOU is amended to add the following fourteen (14) maintenance areas to the nine (9) areas already identified in the MOU, for a total of twenty-three (23) maintenance areas:
(a) Cuatro Vientos Phase X Earthen Channel;
(b) Cuatro Vientos Sur Drainage Easement, also known as the Gregorio Lerma Easement;
(c) Dorothy Drainage Easement;(d) Lomas Del Sur Pond and Channel;(e) La Terraza Apartments Channel;
(f) Cuatro Vientos East (Wright Ranch) Drainage Easement;(g) Copper Creek Phase V Detention Pond;
(h) Los Presidentes East Phase 3 Drainage Channel;(i) Clark Dam and Pond;
(j) Southern Development Phase 4 Earthen Channel and Wetland;(k) Southern Development Phase 3 Concrete and Earthen Channel;(l) Las Misiones Park;
(m)La Herradura Detention Pond; and
(n) La Finca Channel and Fenceline Maintenance.
