Consideration to select and negotiate a professional consulting services contract for RFQ 2026-066 Utility Asset Management Consultant and Program Oversight Services Project with the highest-ranked firm, Kimley-Horn and Associates, to serve as the Utility Asset Management Consultant and Program Manager for the Utilities Department. The consultant will assist in developing and implementing a practical, data-driven utility asset management program covering water and wastewater infrastructure.
A total of (3) firms responded to the request for qualifications on or before Thursday, July 16, 2026. The Selection Committee’s final rankings were:
1. Kimley-Horn and Associates - Score: 1
2. Anubis Engineering - Score: 2
3. Infrasync Technology Services - Score: 3
The Selection Committee recommends proceeding to scope refinement and fee negotiations
with the highest-ranked firm, Kimley-horn and Associates. In the event the City is unable to successfully negotiate a contract with the highest-ranked firm, authorization is requested to proceed with negotiations with the second-ranked firm, Anubis Engineering. The term of this contract shall not exceed a period of eighteen to twenty-four months beginning as of the date of its execution. There is not financial impact at this time.

BACKGROUND
The City received three (3) proposals in response to RFQ 2026-066, issued by the City of Laredo Utilities Department for professional consulting services to conduct a comprehensive assessment for Utility Asset Management Consultant and Program Oversight Services – Utilities Department. The RFQ was publicly advertised and posted in accordance with the City’s procurement policies and procedures.
