Consideration for approval of Flores Avenue Drainage & Utility Improvements - Phase II as complete, approval of change order #2, a total decrease in contract amount of $38,553.00, release of retainage, and approval of final payment in the amount of $168,999.38 to Azar Services, LLC., Laredo, Texas. The final construction contract amount is $1,659,091.00. Funding is available in the Environmental Services- 2016 Environmental Certificate of Obligation Bond, Waterworks Fund- 2016 Water Revenue Bond and Sewer Fund- 2017 Sewer Revenue Bond.

PREVIOUS COUNCIL ACTION
On October 17, 2022, City Council approved change order No. 1, a decrease of $143,259.50 for the scope of work reduction and to account for delays related to utility conflicts, design change requests, and long lead times associated with impacts from COVID-19 to Azar Services, LLC., Laredo, Texas; contingency allowances in the amount not to exceed $75,000.00 for additional work to be done on storm sewer, sanitary sewer, water lines and additional contract time of 658 calendar days for the Flores Avenue Drainage & Utility Improvements - Phase II. Current total contract amount including this change order is $1,697,644.00 and a total contract time of 1,051 calendar days. Estimated completion date with this change order is April 18, 2023. Funding is available in the 2016 Environmental C.O. Bond, 2016 Water Revenue Bond and 2017 Sewer

On April 6, 2020, City Council approved to award a construction contract to the lowest responsible responsive bidder Azar Services, LLC., Laredo, Texas, in the amount of $1,840,903.50 for the Flores Avenue Drainage and Utility Improvements - Phase II with a construction contract time of two hundred forty (240) calendar days; and authorized the City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents.
